How can I move a sectional view from one layout to another without having to create another Base View on the new layout.

I haven't got MDT5 yet, but in MDT4 I only know of two ways.
1) place the base view you want to take the section view from outside the paper area, so therefore that view is hidden when you plot and the section view updates as you make changes.
2) use the "amviewout" command to capture the particular section viewport you want and then import or place this *.dwg block into the appropriate view. It is of course disasociated now with the design and does not update.

You may be able to place the base view on another layer and then hide it/not print it - don't know not tried
