Does anyone know if Quebec allows reciprocity from the states or mobility from another province for obtaining licensure?
If not, would anyone share their experience of what is required for obtaining a licence as a consulting civil or structural engineer in Quebec?

I have found that US engineers - in general- are really not liked in CA!! Their requirements can be quite demanding!! In Ontario - if you don't live there - pretty much forget ti!!

The application for a Temporary Permit is a simple 3 page application and is based on license mobility from another province. It is good for a year and is issued in 1 to 8 weeks.

I'm a licensed engineer in Quebec, and can confirm that there is a pretty stright forward reciprocity with the other Canadian Provinces. I'm licensed in 5 other provinces and have never had any problems with any of them.
For a temporary permit in quebec here is what the province says:
"Obtaining a temporary permit
Under sections 18 and 19 of the Quebec Engineers Act, the Order's Board of directors may issue a temporary permit for a specific job to a person qualify under section 18, if that person:
- Holds an engineering degree, an undergraduate degree in applied science or an equivalent degree from an institute or university that is recognized by the Board of directors;
or
- is a member of an engineering association recognized by the Board of directors.
Two types of permits may be issued:
- as a collaborator with an OIQ member;
- as an engineer in charge of the project, assisted by an OIQ member
For a real yearly permit ,your educations must be recognized and documentation proving that your knowledge of French is appropriate to the practice
of the profession.
