A detail calls out for rebar to be welded; yet, welding rebar under harsh scrutiny for this project may not be a viable option?

The location of the welded connection forms a "cross" and was wondering if there are any mechanical connectors made for that type of application?

You could possibly weld four Lenton couplers together or to a common steel entity to create a cross.

I'd check with the manufacturer first, though, to verify if their products can be welded together.

I cannot think of an acceptable reason to weld rebar perpendicularly. What is the use of this connection?

I agree with TXS... why, and how to do it? Whatever way you weld crossing rebars together is as likely as not to cause a notch effect from the welding (a stress raiser) in the bars which will be detrimental. Crossing round bars is an awful configuration for any sort of a good welding condition. Just tie the bars together and support them. Alternatively, use the couplings JAE linked, thread the rebars, and come up with some fabed structural steel cross shape. Could be as simple as a square piece of 1.5" thick plate with slots cut into its edges to receive the coupling units; and the couplers would be welded into these slots with the threaded rebar end facing out. Example: for the 20mm coupler, the slot would be 33 (+)mm wide and 114 (+)mm long.

Can you just use some deformed mesh if its a development issue, or a hook? Whats the detail look like?

Is this some sort of confining reinforcing in a shear wall? Something like BauGrid?
