My question is in regards to AISC 358-05 prequalified Bolted Unstiffened and Stiffened Extended End-Plate Moment Connections.

Fig. 6.1 of that specification shows the Extended end-plate configurations as a beam framing into the flange of a continuous column.

Does the prequalification apply to a column framing into the flange of a continuous beam? Same connection, but the column has a cap plate that is bolted to, say, the bottom flange of a continuous beam.

How would this connection require a pre-qualified seismic moment connection?

Design Guide 4, Extended End Plate Moment Connection, would provide design criteria for a moment connected cap plate to the beam flange.

I'm not sure I understand your question. The connection doesn't require a prequalified moment connection. My hope is that it is prequalified so that I am not required to have the connection tested per AISC 341.

If this condition is part of the seismic resistance system, then the connection is not prequalified. The Seismic Provisions provide guidelines for the beam to column interface. Your condition is a continuous beam over a column. If this beam is cantilever over the column, this is not a part of the seismic resisting system. If the beam is framing to columns at the end with fixed conditions, then these connections should be reviewed for the seismic performance. If the beam is fixed at the ends, then release the moment from the bearing connection of the beam over the post below. If the beam terminates at the post. Then continue the post above the beam and provide a moment connection to the column/post flange. If the column cannot extend to allow the extended endplate on the beam, then another connection can be selected; RBS, paddle plated, etc.
