I have an old relay settings file that is referrring to the 'Winter DAL'rating (given as 32MVA) and has the Inverse Time-overcurrent element pickup set above it. Can someone explain this a little bit. I searched online and I saw apost saying that you shouldnt load the line for more than 5 mins ovee the DAL rating. If that's the case, then why is the ToC element set ABOVE the rating?

I'm not sure what a DAL rating is, but it's quite common for utilities not to set protection to trip on overloads for distribution lines, only for faults. You do still need, however, to ensure that the protection setting is above the maximum line loading that you wish to permit.
