Carburizing 4320 , going for .130" and achieved .060". should i anneal or just re-load and add. parts were normalized.

If your furnace heats rapidly enough to cause cracking on reheating, then an anneal could help prevent cracking of the existing case.
As far as affecting the carburizing, it isn't going to matter; once the material reaches carburizing temperature, it won't matter if the material had been annealed or not.
In my experience, an existing case on carburized parts slows further carburization. With 4320 in particular, the likelihood of retained austenite is greater when re-carburizing, so you should be careful on your carbon potential or take other actions to address retained austenite.
