Tolerance in Plies of Connection

Is there any literature (i.e., RCSC etc) on how much you are allowed to "draw plies together" in a bolted connection?
For example, say you have a beam to column connection using clip angles and the clips are out-of-sqaure so as you tighten down the connection the angle leg actually bends.
IS this permissable? If so, what are the tolerances?
