Is there any literature (i.e., RCSC etc) on how much you are allowed to "draw plies together" in a bolted connection?

For example, say you have a beam to column connection using clip angles and the clips are out-of-sqaure so as you tighten down the connection the angle leg actually bends.
IS this permissable? If so, what are the tolerances?

I should mention that RCSC mentions in section 3.1 that "the slope of the surfaces of the parts in contact with the bolt head and nut sahll be less than or equal to 1:20 with respect to the plane that is normal to the bolt axis."

But, is this before tightening or after?
