Utilizing an oscilloscope, what would be the best way to connect and setup the scope to measure any electrical noise that may be present on a circuit's signal ground?

Connect the ground of the probe to one location on your ground, and the probe the another.  Set the volts per divsion to the smallest setting, and sampling rate as high as possible.

To further isolate what is noise on the circuit ground from any instrumentation noise, use a differential probe.  This will isolate the circuit ground from the O'scope ground and thus from any ground noise in the O'scope.
