Is the a configuration setting in the customer defaults that allows packing of common parts to stay packed when reopening the assembly?

I don't think so. I couldn't find it.

Sorry, there's no option or default which can be changed which will force the Assembly Navigator to always open with the 'Pack' option toggled ON. That being said, if you would like to see something like this, please open an ER (Enhancement Request) and we'll look into it.
