EN13445 - Safety Relief Valve Exemption

New pressure vessels are being built which digest wood pulp. Due to the risk of wood chips blocking a safety relief valve it is not recommended to install a physical pressure relief valve, but rather to install a pressure control system which shuts down pumps and valves should the pressure exceed the control set pressure.
Can anyone refer me to the specific clause in the EN 13445 design code which makes allowance for this?

I believe there is a reference in the PED which allows contols/instrumentation to be used in lieu of a physical relief device. It has been a few years since i have done this but will endevor to look up what we used to use for this justification.
Is the supplier Andritz or Metso? Their process engineers are well versed in the requirements and should be able to answer the question quickly.

These digesters are for use in South Africa so the South African Pressure Equipment Regulations (PER), similar to the PED applies, but I we can not use the PED to justify.
The SA PER does alow "automatic" exemption should the design code (EN13445) make allowance for it. I am however not familiar with the details of EN13445.
Should EN13445 not make allowance we need to apply for exemption from the SA Department of Labour.
