Does anyone know if there is a minumum code call out for anchoring a manufactured home (not the ones with wheels) to a foundation, or is it the same as a regular house?

In Canada the code governing modular foundations is CSA Z240.10.1-08.

I would second paddingtongreen's suggestion, if you are in the US. Several states have programs that seperate HUD units from Modular units, for the basis of building code used. The key then for your structure is the definitions in the state code.
