I suspect that your best bet is to take this up with GTAC.

Hi John,

Thanks for you help, I found this on the GTAC site and needed to add these files to the correct folder after the 7.5.5.4 update.

PRODUCT: NX
SUBJECT: Cannot Find Data Files when Creating a Dimension

SYMPTOM/PROBLEM
---------------
When adding a drafting dimension, the error "Failed to open data file" is
returned.

SOLUTION/WORKAROUND
-------------------
When pointing to a custom folder for the variable UGII_DRAFTING_STANDARD_DIR
you must assure all the UGII_BASE_DIR\drafting_standards files are copied over
(ansi, din, eskd, gb, iso, and jis). Once all the files are copied over you
should be able to create your drafting annotation.

Note: You should not have to restart NX, because NX looks for the contents of
these folders every time a dimension, or a PMI dimension is created.
