This was discussed in the earlier thread which JAE posted. The main problems seem to have been site variations from the design in the construction of the core coupling beams. Construction errors in the reinforcement are said to have continued for many floors, and the independent inspectors were found to have not done their job.

As discussed, this is a cluster**** of epic proportions. I'm very skeptical that there are deficiencies so egregious that tearing the building down is the only choice. Another way to look at it is that they seismically upgrade buildings much less valuable than this one all the time.
My opinion is that MGM got caught in a bad building market and are looking for a way to not build the tower and not pay for what's there.
