Composite Column Effective Length

(OP)
I am studying for the PE exam and would appreciate if someone could comment on the solution of an example problem. The problem asks the axial load capacity of an HSS8x8x1/2 filled with 5ksi concrete. The column is stated to be 25ft tall, fixed-connection and braced at both ends with no intermediate bracing. The solution enters AISC Table 4-16 using KL = 25 ft and retrieves an answer of 299k/0.75 = 400k. Could someone please explain why KL = 0.5*25 = 12.5 ft is not correct? Thanks!
