after extrude a circle, how to dimension the height? (if a rect, there is a side to pick.)

If you want to add a Annotation dimension to the extruded length in the 3D model, select the end faces.

If that's not what you are asking, please clarify.

tools - dimensions --- smart --- reference dimension -- click on two surfaces.
