RE: deleting blocks in acad 2000i
You have to use the REFEDIT command.
The REFCLOSE complementary command is required.

If you have created a block or a wblock in your drawing and you want to correct something within the block you should use the refedit command. But if you want to create a new block with the same block name, you can create the new block with the same name. Auto-Cad will ask you if you want to over-write the old block. You answer yes, but then you will have to purge the old block out of your drawing before the new block will be attached to the drawing file. To purge the old block type in the command "purge" then when the purge window opens select to purge "blocks". You then can insert the revised block (new block) into your drawing.

If you typed in the wrong name for a block you cloud type in "RENAME" and choose "B" for blocks ... and then "?" to list all the block in the file. Choose the block with the wrong name and rename it.
*
As for the deleting, "PURGE" always works.

But if the attributes of the block that concern you, then the above tips from the others should help.
