Check SMACNA for leak testing and proceedures.

yep willard3! i know that, but can u help me by mentioning the appropriate SMACNA version...

You may have to do some search yourself.

RE: what is the minimum permissible aileakage rate for low pressure HVAC system? please can anybody help

Smacna does print several books, but I think the one you need is the 'HVAC air duct leakage test manual'. Well, seems almost obvious when you write it out like that.

My point precisely, Kiwi.

RE: what is the minimum permissible aileakage rate for low pressure HVAC system? please can anybody help

Without much research, I'd guess the minimum permissable leakge would be zero. Doubt that would be in the SMACNA manual.

RE: what is the minimum permissible aileakage rate for low pressure HVAC system? please can anybody help

You are allowed a certain percentage of leakage based on the pressure class and seal class of the ductwork in question. For example, seal class B ductwork allowable leakage rates are more stringent than seal class C. This info is in SMACNA, as mentioned above.

RE: what is the minimum permissible aileakage rate for low pressure HVAC system? please can anybody help

SMACNA provides maximum leakage. I'd also recommend looking at ASHRAE 90.1 for maximum leakage if you have to follow any energy code.
