When I qualify a welder to P1 to P1 QW-423 states range qualified is P1, through P15F, P34, & P41, through P49. When I fill out the QW-484 for range qualified do I have to have an approved WPS all the P# in the above mentioned range for example I have approved WPS for P43, P45, & P46, can I state P41 through P49 on the QW-484.

No, you don't have to have qualified WPS's for all materials listed.
You can list the full qualified range as per QW 423.
If you only listed the WPS's that your company had qualified you would be continually revising and re-issuing welder qualification certificates every time your company qualified a new WPS,

There's a couple of interpretations such as IX 86-51 and IX 89-15 that support the fact that qualification on certain base metals to others such as the example you mentioned in the OP.
For WPQ's, to present, I follow the same practice you described and have never had it questioned, however, I think I see where your AI is coming from.
1. In practice, a qualified welder can only make welds on Code parts using a WPS qualified in
accordance with Sec IX. (Notwithstanding, listing base metals on the WPQ for which you don't
currently have a WPS isn't necessarily a violation of Code rules.)
2. There's no doubt that some of the possible F# / P# combinations would / could never be
qualified.
As an example are you ever going to attempt to qualify a WPS welding P8 - P8 material using
E7018? So it would be more meaningful to put realistic values on the WPQ.
