They should be in a Library in TeamCenter and set to read-only for designers.

Thanks for your replies.
I mean in Teamcenter, normally, an S_Design should be linked to an S_part. What about standard part, such as screws? If screws belong to commercial part, then it should be linked to commercial part but S_part.
