Can Inconel 625 (UNS N06625) be used for lining material in a Section VIII Div. II vessel?

Yes. I assume the base material is carbon steel, hence the applicable standard is ASME SA-264.
Refer also to ASME VIII-2, Clause 3.2.1.6.
