Discrepancy b/w Specification and Quality Plan?

Discrepancy b/w Specification and Quality Plan?

Discrepancy b/w Specification and Quality Plan?

(OP)
I am a new piping engineer. I am a bit confused here...

"Specification for Pressure Control Valve" for the project says,
"The seat leakage test shall be in accordance with Standard ANSI/FCI 70-2"

"Quality Plan/ITP" of the valve vendor says,
Product Assembly & Test
Functional Test as per ANSI/FCI 70-3-2004
Seat Leakage test as per ANSI/FCI 70-3-2004.

Could anyone please tell if these are same and can be adopted for the project?
If they are same, does the statement in specification requires correction?

Thanks in advance
