I have a piping system subject to a minimum design temperature of -196 deg C.
The material is 316/316L dual certified, GTAW welded with filler material (AWS A5.9).
The system is max 3" Sch80 or 4" Sch40.

Is impact testing required (even possible with tese sizes) per B31.3, para 323.2.2?
Im not sure because of note (6) in table 323.2.2 (or any other clauses which I may have fogotten).

Impact testing of the deposited weld metal of the welding procedure qualification test coupon is required.

The welding procedure impact test qualification may be done on plate. Welding in the vertical up postion/progression qualifies all positions/progressions.

can you get a test specimen even at these small sizes, regarding note (6), table 323.2.2?

I may not fully understand whats meant with 'a width along the notch of less than 2.5 mm'.
how is the test speciment orientated in the pipe groove weld?

Yes, you can but you don't have to. Remember that the qualified thickness is T/2 to T + 1/4". Tour min wall is 0.237". You could easily impact test qualify on 3/8" plate or pipe to permit welding either pipe size.
