I wonder why SA 240 Gr 316L(UNS S31603) is listed in Table UHA-44 of ASME VIII Division 1. Anybody can help in this regard.

Because it is low carbon and is less susceptible to strain induced carbide precipitation.

There is none. The code does not provide reasons for not listing material. The code only provides rules for use of listed material and restrictions on use, if applicable.
