If I have a relief valve on a vessel that is less than 5 Cf and 250 psi, do I need a shop with a VR stamp to repair the safety valve?

We are a manufacturing facitily, but have an off site technology lab that has PSV's on small vessels. they routinely dissasemble, clean, reassemble, and test the PSV's on these small vessels.

Is it an issue not to use a VR stamp shop?
