(OP)
Dealing with a file inherited from another user, and do not have the option to "start it over from the groundup". Need to purge empty groups on a layer, but cannot use the File, Group, Ungroup - because there are no objects in the group available select (as evidenced with I do a Information, Other, Group):

Number of Subgroups on First Level 1

Try going to...

File -> Utilities -> Part Cleanup...

...and you will find, in the 'Moderate Delete Actions' section of the dialog, an option to 'Delete All' Empty Groups.

The (Unnamed) appears to be some 3D Text I used - but the other two appear to be some 'inherited' items that may need to be moved to the correct layer and/or purged (if either one of them are on layer one). But... how to check if a 'named' group is on layer one, if the data for it is on another layer?

In the part navigator, right click in the white space to the left of the model history tree and uncheck Timestamp order. Now you will see a folder labeled Groups and another labeled Unused Items (and a few other items). When you expand the Groups folder, you will see all the groups in the file. You can right click on a group and use Edit Display to move it to a different layer. Expand the group to see the members of the group and move them to another layer if need be.

Expand the Unused Items folder to see what you can clean out of your file. Don't delete things willy-nilly here; just because it is unused (not referenced) does not mean it is not useful. Your titleblock geometry will probably show up in the Unused Items folder since it is not a parent of a feature (such as an extrude, revolve, etc).

cowski, thanks for the non-timestamp angle, but... since it appears these were groups that did not have a specific purpose (at least for mine) - I was able to File, Group, Ungroup once I zoomed in at what was a very, very small object. File is now purged and the clean up continues.

Set all layers to be 'selectable' and then go to...

Information -> Object...

...set the 'Type' filter to 'Group', hit OK, then do a 'Select All'. In the listing it should show the selected groups and what layer they are on.
