Single Plate Shear Connection with axial load

I am analyzing a single plate shear connection with an axial load using AISC 13th edition. During my analysis I stumbled upon criteria 6 on page 10-103 which says "Ensure that the supported beam is braced at points of support" I am not sure what this is trying to say can anyone expound on this an give a better explanation.

Laterally brace it at bearing points....so it can't roll

Axial load in a single plate connection has an eccentricity. This must be considered in the connection design as a weak axis bending of the single plate. Unless the beam is restricted from lateral movement, by horizontal bracing, concrete, etc.

Seems like if you have a floor or roof deck laterally supporting the top flange, then that would be sufficient. Right?

IMHO composite floor with studs on the beam flange would be sufficient. But deck only or roof deck, provides little lateral stability.

If the distance "a" is less than 3.5" it wouldn't need to be laterally supported at bearing points would it? I would think since this criteria wasn't considered for the conventional configuration for "a" being less than 3.5" than you wouldn't need to worry about this. Or am I wrong for thinking that
