Opinions on which code to use: IBC 2003 (adopted by SC May 2004) governed the project which specified the use of ACI 530-02 (“Adopted as ACI Standard” Feb 2002). However, a newer version of ACI 530 was issued shortly after the IBC 2003 was adopted by the state. Should have ACI 530-05 (“Adopted as ACI Standard” Oct 2004) been the design guide utilized for a PE sealed set of drawings issued Dec 2005? Thanks

Unless SC amended the adopted code (IBC 2003) to include a newer standard, then ACI 530-02 likely should have been used. For a summary of significant changes to 530 between 530-02 and 530-05, see the following article: http://www.cement.org/masonry/ds_code_changes.asp

The IBC that was adopted by the jurisdiction will directly specify which ACI 530 to use in IBC Chapter 35.

The only time I'd use a newer version is if I knew that my design resulting from using the newer version ALSO would satisfy the older version - or if I knew from the engineering community that there was something inherently unsafe in the older version.
