Crude Oil Tank Bottom Repair

Dear Forum,
Our company had awarded to inspect a Crude Oil Tank last month (Tank was constructed under European Norms by some Romanian Contractor some 10 years ago).
Tank diameter: 16125 mm
Service : Crude Oil.
Tank Bottom Thickness : 10 mm
Tank Material : STAS 2883/2-91 (SR EN10029.94)
Welding Material: SR EN499.97
Service Period : around 10 years
Obersvation: We are observing a hole of around 2 inches in the bottom plate (away from annular plate).The tank was in service for 10 years and first time it got opened now.
Moreover we have observed corrosion at 3 spots (around 3-4 mm deep erosion is found). Also there is pitting (not so severe).
Query:-1. What is the standard procedure to fill that hole as per European standards. I will welcome any method in any standard.
Query:-2- What is the standard in Russian Gost/Snip/other managing document(RD etc)
Query:-3: How to fill those eroded areas (length is about 150 mm and depth 4mm)? Do we have to weld patches? Should we remove the existing plate portion at that particular point where we will put patches?
Query:-4 How to repair the pitted areas at the bottom plate?
Query:-5: How we will check the integrity of the repair?
Is there anybody who can send me a repair procedure particularly for the repair of hole and that of eroded area?
