If water is not available for hydrotesting a shop fabricated tank (Size: 23'-6" OD x 32' tall), instead the tank will be air/soap leak tested. Is this considered a modification to API 650 specs. or does that still comply API 650?

7.3.5(2) or J.4.2.2 cover testing the shell in a manner other than hydrostatically with water. Air/soap is permitted in both sections.
