What would be the correct way to weld a 14 ga metal hanger (galvanized) to a 1/4" steel (Fy=36ksi) plate?

If you insist on welding, grind off the zinc first, or suffer metal fume poisoning.

As EOR's we should take the responsibility to design our structures to support the components we allow in our design per that industry standards.

The welders must be certified to both code provisions. D1.3 is sometimes more difficult to certify than D1.1.
Depending on the configuration of the connection, the certification must be for either fillet conditions or plug conditions. In qualification on sheet steel, they are similar.
