Heads Under Obstructions

We have an AHJ that is telling me need to include a head thats under a shelf but in the 2002 code book 14.4.4.4.3 says we can eliminate the heads from the calculations. They are still on the 1999 NFPA 13 book I can't seem to find it in that edition was it not included in that one?

RE: Heads Under Obstructions

I started in the late 80's and cant ever remember having to calculate heads under an obstruction. We have always calculated one level of sprinklers.
