I am installing floating manhole covers and would like to know the proccedure for laying the asphalt around the rim, the size of the hole is 4ft.x4ft.x6in.

IT's probably redundant by now.  The frame should have a rim on it about 2" lower from the top of the frame.  This is to compensate for the last lift of asphalt.  Depending on your design, I would follow th manufacturers recommendations.  In general, on roads with a 6" lift, I have placed the frame and cover on top of the first lift of asphalt and then continued with the final lift.
