In AASHTO/AWS D1.5:2000 Bridge Welding Code Section 5.3 - PQR Duration are limited to 60 months. If all essential variables remain the same then what is rational of the 60 months duration limit?

In no other industry sector that I know is there a duration limit on PQR's

Please help me for precedure qualification report (pqr) and (WPS) Welding procedure specification. the data are given below.
1) base metal     :-  Pipe (seamless sch 40) M.S
2) Media          :-  Compressed Air (10 bar) pressure.

Please help of above matter.

The only reason I can see that the bridge code would put an expiration date on PQRs, is that for large bridge fabricators, (who I'm sure helped write the code), the cost of PQRs is relatively insignificant. But it helps keep down the competition from small shops for which the cost of qualification can be burdensome. Why would a small shop want to take on a local bridge project when they could spend tens of thousands of dollars for qualifications that probably won't be any good the next time another bridge project comes along that they would want to do?  They could include the extra cost in their price, but then may not get the job.  But of course that is what was intended in the first place.
