Hey,

If a fastener (or bolt) falls in category I, then how is the impact test performed or a sample extracted for the impact test for fasteners?
I mean EN 10045-1 and 10028-1 talk about extracting test specimen for pressure vessel material but how is this done for fasteners?

Yes it is a requirement by the PED 97/23/EC. Its in section 7.5 (Material characteristics). talks about rupture energy. EN 10045-1 and 10028-1 talk more about this in detail.

You may want to read (the official EU document) PED Guideline, esp. guideline 7/17 for more info.
Guideline 6/12 and 7/10 may also be informative.
PED lacks some info on this subject, but the requirement is pretty general.
When it's stainless steel, the PMA may be the quickest and easiest way.
If it's a (low) carbon alloy, there may be some requirement.
However, an ASME Code (by the virtue of a PMA) may exempt you from doing the test,
e.g. for B31.3, per table 1A, some materials dont require impact testing above a certian temperature.
Second, also scan the guidelines for bolting requirements, and whats considered to be in the 'pressure envelope'.
Third, if you're working with a harmonzied standard, that standard may set the requirement (from your post I couldnt determine if the EN codes mentioned are mandatory, or related to you design code (which ever that is).
