I think that  you may run into some issues with the thinning allowance.  My chart shows 20% for thick walled hemi heads.  That thinning allowance puts you at 9.43 inches thick which is beyond the range of SA-516 Gr 70 (or Gr 65, or Gr 60).

I believe forging would be required or material of construction adjusted.

/Since 8 inches is the maximum thickness, you would be looking for a 5% thinning allowance.  I don't think that you will find anyone to sign on for that.

Have you considered a flat head - forging - thru thickness tested - with machined Hub for full penetration weld to shell - with internal or external stiffeners on flat head.
