I'm looking for guidance on edge distance less than 4d when load is applied perpendicular to the grain of a timber member.  All the NDS in C11.5 states is that they don't specifically address this issue.

Do not do it.
If you do, you are stepping outside of the standard of practice for wood design per the building codes which reference the NDS as a standard.

As EOR's we should take the responsibility to design our structures to support the components we allow in our design per that industry standards.

While I agree with woodman, I have seen plenty of engineers who have used "engineering judgment" to justify something.  

One recent project comes to mind where the shear studs on a steal beam were only 1-1/2" above the steel decking.  The engineer took a reduced capacity/stud and continued on.  This was in clear violation of the AISC but the EOR bought off on his justification.

If you do it, you are definitely outside the scope of the NDS and are on your own. If anything happens.....

That being said, if you need a number (for forensic engineering or something) the dowel bearing equations can give you something. I'd expect it to overestimate the capacity, but it is a starting point.

I would just use a bucket connection, rather than a single bearing plate, and avoid the issue altogether.

This is all about what I expected to hear.  I was hoping for some magic hidden footnote in the NDS that covered it, or something similar, but have found creative ways around it myself for years.
