I am working on a static capacity planning model in which we have several processes and machines that can perform multiple process and have different process times between machines for each task.  I want to allocate equipment to processes in a way that balances the load across all of the equipment equally.

I have tried to solve this with LP in Excel using a maximin approach, with process time as "cost" but have not been successful.  Does anyone have any suggestions or examples they can share?

I can upload some sample work to show where I'm at if it helps.
