STEP and IGES are standards-based neutral exchange protocals for CAD data files, while Parasolid is a modeling kernel.  The definition and specifications for STEP and IGES, respectively, are the responsibly of the ISO and ANSI committees.  While Parasolid is a product sold by Siemens PLM Software and while it has been licensed to many companies and organizations, and there is a public specification of the data interchange format, the software itself is the property of Siemens.

On an output result point of view, while exporting an assembly into Parasolid will give you a single file containing the geometry of every solid in the assembly, the STEP format will reproduce the components tree structure of the upper level to the leaves and also maintain some components attributes.

... and iges will ruin your morning, so steer clear unless you really can't get hold of one of the other formats

That's just not true.
IGES is the gift that just keep giving. It'll ruin way more than one morning.
Only DXF is worse.
