API 650 Eq 5.9.7.1

API 650 Eq 5.9.7.1

(OP)
Can anyone help me break down API 650 eq 5.9.7.1?  I'm specifically trying to get at what's in the coefficient 600,000.  It probably relates to standard velocity pressure 36 psf (5.9.7.1 Note 2), and a conversion factor??  I appreciate the insight.

RE: API 650 Eq 5.9.7.1

Compare to Case 19b, Table 35, in the 5th Edition of Roark and Young's Formulas for Stress and Strain.  But note that even that equation has a constant term which is unexplained in Roark.

One of the requests for interpretation of API-650 has been whether or not that equation has a factor of safety or not.
