Does any know where I can find Canadian Regulations for structures (concrete, steel and others) or at least their designations and jurisdiction?

Canada is much like the US in many respects with codes and design/construction requirements.  The National Research Council produces the Canadian National Building Code which may then be adopted by local governing authorities.  Check out their website at www.nrc.ca and you will, at least, have a starting point.

Canada uses some specialty codes by reference (reinforced concrete, welding, others) that may be produced by other organizations and incorporated by reference.  Again, this is common in the US and other code/regulatory arenas.
