Hey
I have a 3'' pipe 3.2m, 3.4mm thick
2m in the ground and 1.6 meter above ground
i want to coneect a pipe to it verticaly
so i will reach a height of 3m above ground
the pipe is just for structure and don't cary any
fluid.
i will be happy to get soultion of how to connect between those two, i can't use welding and drilling
i have to design a kit to be assembly on them

It all depends on what you are trying to do regarding loading, corrosion resistance etc. but the easiest way is to use an internal sleeve pipe with outside diameter slightly smaller that the ID of each pipe.

loading are not a big factor there is a momentum of about 30Nm
at the top from a camera
corrosion resistance is importent, the pipes are located outside and i am using 1020 cold rolled steel with hot
dip galvanize
internal sleeve sound very simple and nice solution
but i won't know when do the sleeve will be stacked
if it won't get enough in the pipe connected to the ground
because of tolerances it will be a problem

Your hot-dip galvanized attempts will fail at the weld points (or drill and bolt holes) unless you re-apply the corrosion protection.

I'd use a cap made from a 4" that fit around the 3".  Keeps rain water from entering the 3".  Drill and tap 3 holes in the 4", maybe penetrating into the 3", and lock the cap to the 3" with jack screws.

Thread the ends with NPT and use a threaded coupling, or union, or a set of threaded flanges. Keep it as simple as possible, usally the best way.
