Can someone please advise what is the acceleration values used when designing steel structures using IBC or ASCE codes?
1. What values are commonly used?
2. What are the maximum/worst case values?

M^2.. I don't think 0 is a real possibility, as there is always some level of seismicity. Also, I've never seen it, but from a purely theoretical standpoint, I don't know why 1 would be an upper limit.

The accelerations values range from 0.0017 to more than 1.24.

Get a structural engineer. You cannot do seismic design without any experience AND formation background.
