Can anybody tell me how to design the flag pole footing from the beginning of load consideration.

Yes, but why don't you give it a shot and come back to us with your ideas?  That is what I, as a mentor, would tell a young engineer.  You have a brain, exercise it.

It's the same as any other footing.

Ok,begin with calculate the wind load that undertake by the pole. From that we can get the moment and using the moment and selfweight the size of bolt and footing can be define. is it true? i just to confirm my design.. thank you

Use a Pole footing design method coupled with the wind load provisions of the IBC and ASCE 7.

Don't make it so tall that it buckles under it's own weight.

What would you be doing, if you knew that you could not fail?

Buy "sign Design" from Archon Engineering for $40.00 if you really don't know what you are doing.

But this is truly a trivial problem - 10 minutes max!!
