Hello,
In NX7.5 is there a way to "manage" reference sets?

I want to rearrange the order in which they are displayed in the "Reference Sets" dialog & or have them displayed alphabetically in stead of the order in which they were created.

Also is there a way to create a new reference set & not have already assembled components auto selected?

The order of the list can't be changed by the user.

As for changing the behavior when creating a Reference Set, go to...

Customer Defaults -> Assemblies -> Site Standards -> Reference Sets

...and see if changing any of these settings help.

Where John said to go in customer defaults, I think you have to uncheck the box for Add Components Automatically.  Also, I think the session specific setting is the check box in the bottom of the reference set dialog.  I had the same component-reference set behavior going on and, if my memory isn't failing, this is what changed it for me.
