WHat is the minumim spacing requirement between bare conductors (lugs) for 15 kV class equipment if you want to maintain 90 kV or better BIL?  Is there some document that would summarize the necessary spacings for different voltage/BIL levels?

I used  IEC 61936-1, Table 1, "Minimum Clearances in Air" for given BIL levels in reviewing some equipment.  Can't find my copy, but one of my notes quoted the table, "95 kV BIL, 160 mm"

Manufacturer's can use smaller distances if they test the equipment to prove no flash over.

Indeed, Table 1 of IEC 61936-1 for 15 KV rated there are two possible BILs:75 and 95
The Minimum phase-to-earth and phase-to-phase [mm] is stated as follows:
      BIL[KV]   INDOOR       OUTDOOR
            75       120          160
            95       160          160
