moorings for fixed structures installation

What are average periods which moorings for fixed structures such as wave devices, must be left for soil/sediment to settle, I have a source stating 1-6 months but no good information to back this up.

I also wonder whether moorings are often installed in the winter when sea conditions are less of an issue for installation as opposed to installing wave or wind devices?
