It seems that it can not be created using Sheet Metal features, but I'd like to get your opinion......

Sorry,
my solution doesn't give you the same result like the part you have posted.
This part can be created in modeling and use the following tools if you want the right flat-pattern ('MetaForm' or 'Analize Formability'), each tools need a special license or you can create this part with the 'Aerospace Sheet Metal' application.

OK, I created the part (see attached) using 'Advanced Flange' features, but I had to make the part oversize and then trim it back to the correct width.  Go to...

Edit -> Feature -> Playback...

...to review the construction steps one at a time.

Note that your original part is still there, just Hidden.

Thanks a lot, John!
I have to confess you that I tried to accomplish this assignment using just "clean" Sheet Metal futures, without cutting/trimming.
You model inspired me to make it even better (I guess.....).
Please, see the attachemnt and feel free to coment my last updates.

And while it is true that the 'Advanced Flange' does require an 'Advanced Sheet Metal' license, you have to consider that what you're attempting to model is NOT within the scope of what the basic NX Sheet Metal module (which is provided free-of-charge to all licensees of NX Modeling) was designed to do.  Which is why we offer an 'Advanced' version in the first place, for those customers who have a need for functionality which goes beyond the normal 'straight-break' and 'punch' sort of situations which was the segment that NX Sheet Metal was designed to address.
