Mixed lot, annealed Titanium to 316L process 1900 degrees for one hour, what is the effect on the material??  Is it scrap?  Feedback would be much appreciated!

What is the Grade of Ti?

What was furnace atmosphere during elevated temperature exposure?

If it is CP Ti, and it was in Ar or vacuum, and you don't mind it being too soft then you are fine.
Ti isn't annealed, just stress relived.  At this temp it will be softer than intended, maybe still within spec though.
If the atmosphere was anything other than Ar or vac you will have extensive surface damage.  You might be able to acid etch and remove the case, but it is a lot of material.

News Update;  Made the wrong assumption that Ti and SS were mixed because the same part is made of the two materials.  Did the spark test and the parts are some grade of SS.  Samples are being sent to be checked with an XRF analyzer.

Yes that and the spark test, the part size is smaller than a penny.
