I have a question regarding the difference between development and embedment.  I'm not sure I'm understanding the difference between the two.  From ACI 530-08 2.1.9.3 (Development of bars in tension) and 2.1.9.4 (embedment of flexural reinforcement).  What exactly is the difference?  Let's say I have a beam with max moment at the center.  I have to develop the tension reinforcement from that point of maximum moment.  In this case Eq. 2-12 for development of tension reinforcement applies.  Although the masonry code does not specify embedment length, ACI 318-08 says 12db past the point where no tension exists.  Which applies?  Is the embedment just a "safety" factor to make the sure bar is extended far enough?

If i am not mistaken, the d or 12db (dvCot(Theta) in canadian code) are there to consider tension amplification in reabr caused by shear cracking in beam.

This is the definitions you were searching for (From canadian code A23-04):

Embedment length — the length of embedded reinforcement provided beyond a critical section.

Development length — the length of embedded reinforcement required to develop the design strength of reinforcement.
