You need to evalute ASME SA 1016 General Requirements for... Tube Materials

Per SA 1016, Section 28, Certification and Test Reports...

A Certificate of compliance must be furnished as a minimum. If your PO or contract requires mill test reports, these must be furnished. Otherwise, mill test reports are not a requirement to be furnished to the purchaser.

metengr is right, but your citation is bad.  Interpretations are an interim thing, not ment to last for decades.  They give the Code Committee a chance to talk over and analyze the implications of the Interp.  Then that Interpretation is either incorporated into that Code Section, reaffirmed, or deleted.

If your 1989 Interpretation has not been reaffirmed in 2010, it was either incorporated into Sect I, or deleted.  Looks like it was incorporated, from metengr's citation.
